Woman Arrested On Prostitution Charges In Waterloo In the first such case in recent memory, a woman has been charged with felony prostitution. Mandy Blosser was arrested Thursday at 11:30 a.m. at her home at 323 Hannah Drive in Waterloo. According to the police report, she agreed to perform a sexual act on an undercover police officer in exchange for $150, said State’s Attorney Kris Reitz. A member of the Metropolitan Enforcement Group of Southern Illinois had been investigating Blosser after she posted information in the personals section of the Craigslist website. The Waterloo Police Department and Monroe County Sheriff’s Department assisted in the arrest. Blosser, 27, was handcuffed and taken to the Monroe County Jail. She is scheduled to appear Friday for an arraignment hearing before Judge Dennis Doyle. The charge is a felony offense because the act was committed within 1,000 feet of a daycare. There have been no other cases of prostitution in at least 20 years. “We have not had a case for the seven years I have been State’s Attorney or the 15 years before that when I was a public defender,” said Reitz.
